IFD 440 VOR issue

   I have an IFD 440 connected to a Century NSD 360A HSI. GPS and VLOC ILS work fine, but when I select a VOR frequency in VLOC, the NAV flag comes on and the HSI course line does not move. The correct 3 letter identifier is shown on the IFD, when I select NAV 1 on the audio panel I hear the correct ID, and VLOC is in green on the IFD.  What is the problem?
